Sherri was born and raised in Russellville, Ohio, the oldest child of Ed and Bobbie Tibbe. Ed served in the Army and returned home to Russellville to work for Cincinnati Milacron and assist his parents in the family farm.
Sherri attended Eastern School District and graduated in the top 10% of her class of 90 students. She went on to attend the University of Cincinnati where she earned a degree in Legal Assistant studies, graduating Magna Cum Laude.
At the age of 21, Sherri moved to Austin, Texas. Austin and Houston had been a frequent vacation destination for Sherri’s family to visit her Aunt Kathy, her mother’s sister, with whom Sherri was very close.
After moving to Austin, Sherri was hired as a Legal Assistant at the Office of the Attorney General, under Attorney General Jim Mattox. Sherri worked there until she was accepted into the University of Texas at Austin to complete her Bachelor’s degree. Sherri started school in January of 1986 and graduated with a Bachelor of Social Work with Honors in December 1989. During her time at UT, Sherri worked part time jobs at the Austin Municipal Court, night court staff and for the National Treasury Employee’s Union. Sherri did an internship with the Victim Services Division of the Austin Police Department and went through training to be a volunteer with Victim Services after she completed her internship.
Upon graduation, Sherri took a position as a caseworker with Child Protective Services. She worked with children in foster care, prepared reports for the court and occasionally testified in court. The bulk of time was spent working with the children and facilitating a plan for the child’s future.
After almost two years at Child Protective Services, Sherri left CPS to attend law school at the University of Houston Law Center. During law school, Sherri worked on a research project with a professor at the University and worked for the Harris County District Attorney’s Office as an intern.
It was during her second year of law school, that Sherri met the love of her life, Bobby Borthwick. Bobby was born and raised in Buda, Texas. He and his siblings were all graduates of the Hays School District. Bobby and Sherri married in November 1994 and settled in Buda. They are the proud parents of 5 children, Brandon, Chris, and Brian became Sherri’s when she married Bobby and in January 1996, they welcomed twin girls, Haley and Kasey. They now have 5 grandchildren, Kierstyn, Levi, Hudson, Brennan and Maverick. Bobby passed away in June of 2018.
After law school graduation, Sherri was hired as an Assistant Attorney General. She worked in different capacities during her almost 7 years there but primarily traveled around the State of Texas acting as a visiting prosecutor for certain specialized cases, including asset forfeiture, auto theft cases and as part of an illegal gambling task force. In June of 2001, Sherri began her career as a prosecutor in Travis County. She worked for both the County Attorney and the District Attorney’s Office. Sherri prosecuted both felonies and misdemeanors and was also the Chief of the County Attorney’s domestic violence prosecution team.
In the summer of 2005, Sherri began exploring the possibility of running for Criminal District Attorney in Hays County. With the support of her husband Bobby, she filed to run for district Attorney. In November 2006, Sherri was elected to the position of Criminal District Attorney, the first woman to hold the office. She served as our District Attorney for two terms, 8 years, from January 2007 until December 2014.
In January 2015, Sherri joined her law partner Randy Leavitt and they formed the firm Leavitt & Tibbe. They practiced mainly criminal law with some civil casework. Sherri also took court appointed cases in Travis County to contribute to indigent of those accused of a crime.
Sherri was elected to serve as Hays County’s 453rd District Judge in November of 2020.
